In this article we answer the question of how many have wondered who the feline colonies belong to. In addition, all the key points for maintaining a colony are outlined.
There has always been much discussion on management and the importance of feline colonies in the cities. To fully understand the meaning of "feline colony", let's first give it a definition.
By Italian law, the feline colony is that group of cats, with minimum two specimens, who live in freedom and usually frequent the same place.

This definition was given when the Law 281 of 14 August 1991 in the field of companion animals and prevention of stray animals.
Cats belonging to a feline colony, therefore being the responsibility of the Public administration, are protected and their respect is a obligation for all Italian citizens.

If we go to analyze the law, we can clearly identify some highlights which allow us to understand how a feline colony is regulated:
- Nobody can abuse cats on the loose
- A cat belonging to the feline colony it cannot be subtracted to the same. Whoever makes this gesture is accused of aggravated theft and mistreatment
- The local ASL and the Municipality can only take cats for the sterilization or for their care and must be readmitted, once the treatment is finished, in the colony to which they belong.
- A cat can be deleted, again by the competent health authority, only if he is suffering from an incurable disease.
- Feline colonies can be given in management to animal protection bodies and associations to ensure their survival.
- Feline colonies cannot be removed or moved from the place where the cats have chosen their habitat
- Volunteers who care for the feline colonies can have access to all areas public and private property for public use.
These are the rules contained in the Law and each Region then also establishes regulations, according to the needs, for prevent stray dogs.
It is important to remember, that the feline colonies must be duly registered at the local health authorities or the competent offices of the Municipality. This is necessary, because only after having registered it, the Municipality and the ASL can start all the necessary procedures for health checks.

How is a feline colony registered? A module by anyone who realizes that there is, in a specific place, a group of cats.
The form must report the data who made the complaint. Only after completing this form, the Municipality of belonging will proceed to check the actual existence of a feline colony and recognize it as such. Below you can also see how a feline colony should be properly signaled.

After having received the recognition of the feline colony as a real habitat, whoever made the complaint becomes the responsible of their care.

This is how the role of the so-called is born gattari or cat. Of course it is important that this figure turns to some competent body or association and experts who are able to provide concrete help.
Naturally, it is our duty to thank those who provide for the maintenance and well-being of the feline colonies, many times paying the necessary money out of their own pockets.
